Ren Yuqi, born in Xiangtan, Hunan, a college graduate, senior engineer, a member of the China Zhi Gong Party, currently serves as the Chairman of Jinqiao Investment Holding Co., Ltd. and Chairman of Hunan Software Vocational Institute; is a deputy to the 10th and 11th National People’s Congress, Vice Chairman of the Hunan Branch of the China Chamber of International Commerce, member of the 10th Standing Committee of the Hunan Provincial Federation of Industry and Commerce, Executive Vice President of the Hunan Chamber of Commerce in Tianjin, part-time professor of Xiangtan University and Hunan University of Science and Technology, and a board director of Xiangtan University. During his tenure as a deputy to the National People’s Congress, he is actively involved in the administration and discussion of state affairs and people’s livelihood and provision of suggestions. He is praised by the general public as “deputy with iron shoulder”, “representative of Three Rural Issues” and “spokesperson of the public”. In 2009, he was selected as one of the persons involved in the personal experience of 60-year period event (2005) in the special issue on 60 momentous events at the 60th anniversary of the founding of New China sponsored by the People’s Daily. In 2010, he was awarded the “Hunan Province Education Contribution Award”.
Since his position as the director and general manager (deputy-director-general-level) of Xiangtan People’s Government Overseas Chinese Affairs Service Society, the predecessor of Jinqiao Investment Holding Co., Ltd. in 1991, Ren Yuqi has steered an enterprise with assets of less than 500,000 yuan on the verge of bankruptcy to become a well-known Chinese private enterprise with annual output value of over 4 billion yuan and a tax payment of over 100 million yuan. Jinqiao Investment Holding Co., Ltd. has 2,200 employees, including 56 professors and associate professors, 50 employees with doctorate and master’s degree, and 686 undergraduates. Of the employees, 83 hold senior titles and 206 hold intermediate titles. The group has four major sectors of real estate development, culture/education/medical care, construction and property management services, and finance/securities/investment, covering Hunan, Tianjin, Beijing, Guangdong, Hong Kong, the United States, etc. Up to 30,000 laid-off workers and migrant workers work at the enterprises under the Group throughout the year, thus making outstanding contribution to developing local economy, creating jobs and so on. The company is the only private enterprise in Hunan Province with national class-A real estate development qualifications, national class-A general contracting qualifications in construction, and national class-A property management service qualifications, with development and construction area of 12 million square meters. The company is recognized as a unit honoring credit and fulfilling contracts in Hunan Province, and is an enterprise with key support from the Bank of China and China Construction Bank. Ren Yuqi submitted high-quality proposals which were approved by the Standing Committee of the National People’s Congress. he conducted a survey on “agriculture, rural areas and farmers” across nine provinces, and visited over 3000 farmer households in more than 200 counties and townships in Qinghai, Gansu, Shaanxi, Anhui and other provinces, organized hundreds of research meetings, and recorded research materials totaling over 400,000 words. He submitted 64 proposals and 77 pieces of recommendations to the National People’s Congress, including 61 proposals reviewed and approved by the Presidium of the National People’s Congress. He was received by Party and state leaders including Hu Jintao, Wu Bangguo, Zhu Rongji, Zeng Qinghong, and He Guoqiang. The proposal on amending the Criminal Procedure Law of the People’s Republic of China was promoted by the Standing Committee of the National People’s Congress as a model of proposals; the proposal on amending the Compulsory Education Law which was led by him four times provided a basis for the National People’s Congress to revise and promulgate the Compulsory Education Law. He was the first to put forward the Proposal on Cancellation of Agricultural Tax, playing an important role in the abolition of the Agricultural Tax Regulations by the State; proposals on the enactment of the Food Security Law of the People’s Republic of China and the Property Management Law of the People’s Republic of China attracted great attention from the Standing Committee of the National People’s Congress and the media. He was invited to attend the meetings of the Standing Committee of the National People’s Congress 8 times and participate in the deliberation of the National People's Congress Education, Science, Culture and Public Health Committee on the proposal on the new compulsory education law and the deliberation of the Agricultural Committee on the proposal on protecting basic farmland and food security 4 times.
